You need to use the SDXL 1.0 Base model, select in on the checkpoint selector.
Then download the pixel-art-xl.safetensors file and place it under: /auto1111/models/Lora
Then click on the extra networks tab (the red thingy below generate button) and look for the Lora in there
It should appear on the prompt and then you can modify the strength in there
